Place the chopped uncooked bacon in a large pot or dutch oven and cook over medium heat until crisp and cooked through.
Remove the bacon to a paper towel lined plate and drain all but 1 1/2 Tbsp of the grease.
Add the onion and pepper and cook until softened, about 3-5 minutes.
Add the garlic and cook until fragrant, about 30 seconds.
Add the beef, breaking it apart with a spatula as you cook.
Once the meat is partially (about 50%) browned, add the sugar and all the spices (chili powder, paprika, cumin, onion powder, black pepper, salt, cayenne pepper) and stir well.
Add all the remaining ingredients (beef broth, beans, tomatoes, tomato paste, chilies, and Worcestershire sauce) and the cooked bacon, and stir well.
Bring to a boil and cook 1-2 minutes, stirring frequently.
Reduce the heat and simmer, uncovered, stirring occasionally, for 30 minutes to allow the flavor to really develop.
Serve with your preferred toppings (sour cream, shredded cheese, and corn chips are a must!).
